Consultancy - WASH Consortium Sanitation Mapping
Based in Monrovia
(Fixed Term Consultancy – 30 days)

The Liberia WASH consortium (sitting within Oxfam GB Liberia) is seeking to recruit a dynamic and highly qualified candidate for the above key position

Job Purpose:
To provide a digital map of the boundaries of 4 township zones & communities: Clara Town, New Kru Town, Logan Town and West Point
The map will provide data on the location of:
- Existing improved communal sanitation facilities (and if they are in use)
- Existing unimproved communal sanitation facilities (and if they are in use)
- Areas of open defecation
- Areas of solid waste dumping (formal and informal)
- Drainage lines (formal and informal)
- Sewerage lines (if any)


Key Responsibilities:
Work with Liberia WASH consortium technical advisor to develop final work plan including schedule for data gathering, tagging system and data processing.
Provide or source sufficient equipment for the capturing of data
Identify, train and lead a team of local data capturers
Source relevant government city boundary maps
Liaise with a community and block leadership in each location to provide guidance to quickly identify point locations
Capture data in all 4 township communities and in all zones
Data processing
Delivery of products specified below
Presentation back to EUWF project managers team

Deliverables
All data capture using
GPS (to an accuracy of ±10metres),
Digital camera (GeoTIFF)
Collection of tag ID and infrastructure use
Raw data:
Latitude, longitude and elevation
Tag ID
Use of sanitation facility
Photographs
Mapped areas to be delivered in both:
Shape file (.shp)
Goole earth file (kml.)
Each point location to be tagged with an ID number and photograph
Facilitate a presentation and Q&A session with EUWF project managers team at completion of the final product


Skills and Competencies:
Extensive knowledge and work experience of data capture in difficult environments using GPS and digital photography
Extensive knowledge and experience producing and manipulating shape files, google earth files and GeoTIFF images
Strong capacity and experience in managing and building the capacity of a team
Strong ability to manage the available time and resources
Experience of managing and training a team of data collectors
Strong communication skills
