Private Sector and WASH Market Development Adviser

Closing Date: 29th October 2015

Salary: 29,985-38,113 per annum gross

Contract Type: Fixed term (16 months) / Full time

The purpose of the WASH Public Health Engineering (PHE) and Public Health Promotion (PHP) Team is to support the implementation of WASH programmes for both emergency response and long term development that have a positive impact on the lives of poor and disaster affected people. As the majority of people living in poverty are women and girls, we aim to achieve our mission to overcome poverty and suffering by putting women at the heart of all we do.

The Team aims to consolidate Oxfam’s position as a leading WaSH agency by promoting innovation and learning to build the capacity of country teams and partners to improve the efficiency, quality and sustainability of WaSH programmes. We aim to promote emergency preparedness, improve effectiveness of humanitarian responses and support the economic rehabilitation during post-disaster recovery by engaging with governmental agencies and private sector actors and, in doing so, reducing dependency of NGOs during crises.

This is an opportunity to support country teams to i) develop strategies for market strengthening and emergency preparedness to respond in a strategic and efficient manner to withstand shocks of a humanitarian nature ii) develop public-private partnerships between government agencies and private sector actors to strengthen the provision of WASH commodities and services during humanitarian emergency situations and ii) market mapping and analysis utilising latest developments in ICT to support project objectives. The position will include field visits to work with country programme staff and it is expected that the adviser will spend approximately 30 - 40% of time working overseas.

We are looking for a candidate with:

Understanding of WASH related issues in humanitarian and development programming
Experience of working with different critical market actors including private sector, government.

Field level experience in responding to an array of humanitarian crises ranging from urban, natural disasters, conflict, slow onset, fragile states.

Experience in forming relationships with the local Gov, civil societies, local partners which support our project objectives

Experience in scoping the capacity and formation of relationships with the private and public sectors to support preparedness, response and recovery phases of programme response.

Understanding of key principles and purposes of market analysis in emergencies and ability to liaise and work effectively with a range of multi sector actors.
Sympathy with the aims and objectives of Oxfam.

Excellent verbal and written communication skills (English), together with organisational, resourcing management and planning skills are required.
